President Bola Ahmed Tinubu has mandated that all civil servants who continue to receive government salaries after moving abroad must return the funds.
Additionally, the President has ordered disciplinary action against the supervisors and department heads of these individuals for their role in facilitating this misconduct.
This directive was issued during an award ceremony organized by the Office of the Head of the Civil Service of the Federation to celebrate the 2024 Civil Service Week. The event also aimed to recognize exemplary civil servants within core ministries.
In his address, delivered by Secretary to the Government of the Federation George Akume, President Tinubu expressed his concern over the issue of ghost workers.
“On my recent visit to South Africa, I was updated on the week’s activities. I was particularly alarmed by the reports from the Head of the Civil Service about employees who have relocated abroad yet continue to draw salaries without formally resigning. It is encouraging to know steps are being taken to address this issue, but accountability and restitution are essential.
“Those involved must refund the money they have unlawfully received. Supervisors and department heads who enabled this fraud must also face consequences,” said Tinubu.
He emphasized that the government would ensure appropriate measures are taken to punish those involved and recover the misappropriated funds.
The President also acknowledged the ongoing challenges within the civil service and reaffirmed his commitment to addressing them to enhance performance.
“Our administration is aware of the challenges facing the civil service. We are dedicated to improving the welfare and development of all civil servants to ensure optimal performance for national growth. Over the past year, I have provided substantial support to the Head of the Civil Service of the Federation to maintain the stability of the civil service. This includes supporting the implementation of significant policies and reforms to boost efficiency and service delivery,” stated the President.
The event also featured the presentation of prizes to outstanding workers, including top three awards and additional cash prizes of N500,000 to 40 employees.
Dr. Folasade Yemi-Esan, the Head of the Civil Service of the Federation, announced the top prizes: a brand-new 2023 JAC JS4 Luxury Model SUV, a two-bedroom semi-detached bungalow, and a serviced plot of land measuring 400 square meters.
She also announced that the Nigeria Customs Service had pledged to donate six Toyota Camry cars to support the 2024 Civil Service Week, with the vehicles to be awarded to the next set of runner-up best-performing officers.
